Some people don't have the time to be actively part of a guild that runs 25mans. Pugs are an option from time to time but even that is a headache and can take all day. If Ulduar-10 dropped Emblems of Valor and they added new items, then people would just save up and spend all their Emblems of Valor as soon as the patch comes out. That's the reason Blizzard has stated they're not adding new items. But a better solution to that problem is to just give Ulduar-10 its own Emblems. Nah. I don't think it has anything to do with the emblems though. What I've heard and read is that the raiding will depend upon the ilevels of the gear your group has. I'm not exactly conversant on what they plan to do with this, but what I'm getting at is, if you can now get EoVs from Ulduar-10 and can then exchange them for ilevel 213 items, that should help your raiding progression IF you aren't raiding in Naxx-25 . . .
