I understand where you're taking your view, however there are talents within the Holy Spec that give you Sp, MP5 and CRIT out of intel. So gemming for intel is key imo. Not to mention with a healthy amount of mana and crit you are more than likely not going to go oom as often. Also, the larger the mana pool, the more benefit is recieved through divine plea. If you find yourself needing to spam holy light, simply put someone is not doing something right be it tank, heal or DPS.
I've one healed hodir hard mode(aura mastery is invaluable for this fight, and not many are speced into it) without dropping below 60%mana. The key is knowing when and communicating when you are going to be putting up Divine Plea so the tank can put up shield wall or something for the duration of the 12 second plea.

Healing and gearing on a holy paladin has gotten significantly easier since 3.2 with changes to beacon and sacred shield. Also, rather than blowing holy light, another viable option would be to glyph into Holy Shock for the reduced cool down and when someone is dropping fast, Divine Favor, Holy Shock followed by an instant FOL. I would say after that resource is exhausted, go back to Holy light but pop divine illumination, it has a 2 min cd but reduces the mana cost. If you are still going oom, glyph into seal of wisdom and use it, judge wisdom as often as you can as well to keep your haste proc on. Communicate with your raid. I always heal with a restro shaman so if you're going oom see if there is a mana tide available. That generally only happens if DPS is slow or we're on a more end patch fight.
Everyone likes to heal differently and i'm not saying that anyone is wrong. Just left some suggestions :) Enjoy

"We do think paladins will have more of a use for Flash of Light now with the extra benefit to Sacred Shield."

This I don't get...I still use a considerable amount of FoL. Can someone explain how all of these pallies just spam HL? Is it just that I need my Ulduar gear to do this or am I doing something wrong.

I do everything I can to get mana returned, but I can't just sit back and spam HL the entire boss fight.

"From the 3.2 PTR testing so far, it seems like some Holy paladins are taking a second look at Haste and MP5 possibly instead of Crit. It will be interesting to see how it all plays out, and we will adjust as necessary, but it’s nice to see paladins at least consider the stats now before making a gear decision. "

Translation: Holy palys are scrambling to find some way to be a viable healer and keep their raid spot.

I still haven't seen much positivity from the PTR regarding holy, especially since Naxx has been the only accessible raid, which doesn't test anything. Hopefully, we get some Ulduar hard mode testing and new raid testing parses to see exactly where the illumination and crit regen nerfs put us.
